Community Immigration
Pilot (RCIP)

The Rural Community Immigration Pilot (RCIP) is a government-led program that enables rural communities to attract and retain skilled foreign workers to address local labor shortages and drive economic growth. Eligible candidates who secure a job offer from a participating community can apply for permanent residence in Canada through this initiative.

Eligibility Criteria

  • Securing a Job Offer

    • ​Each community has designated certain employers to make job offers.

    • Only employers who have been officially designated within participating communities can provide qualifying job offers.

    • To get the community recommendation, your designated employer will submit your community recommendation application directly to the participating community.

    • The community will conduct thorough due diligence before making an informed decision. They will verify:

      • Whether the job offer is genuine or not​

      • Whether the job is in priority sector or occupation

      • Whether you satisfy all the established requirements for the pilot program 

  • Work Experience

    • ​You need at least 1 year (1,560 ​​hours) of related work experience in the past 3 years.

    • Your work experience must align with the skill level related to the National Occupational Classification (NOC) Training, Education, Experience, and Responsibilities (TEER) category of your job offer, should include the tasks outlined in your NOC description, and cover most of the main duties specified. 

      • ​If the Job offer is TEER 0 or 1, then your work experience must be in TEER 0, 1, 2, or 3

      • If the Job offer is TEER 2, then your work experience must be in TEER 1, 2, 3, or 4

      • If the Job offer is TEER 3 or 4, then your experience must be in TEER 2, 3, or 4

      • If the Job offer is TEER 5, then in this case your experience must be in the exact same 5-digit NOC code.

    • Special exceptions

      •  For Healthcare workers, if your experience is in NOC 31301 (Registered Nurses and Registered Psychiatric Nurses – TEER 1), in that case you can have job offer in following categories

        • Nurse aides, orderlies and patient service associates  (NOC 33102 - TEER 3), or

        • Home support workers, caregivers and related occupations (NOC 44101 - TEER 4)

      • No work experience required if you are an international student and studied from a public post-secondary school in the same community

        • For eligible programs of 2 years or longer:

          • ​Studied full-time for the entire program

          • Received credential within the last 18 months before applying for permanent residence

          • Lived in the community for at least 16 of the last 24 months while studying

        • For Master's degree or higher (taking 2 years or less):

          • ​Studied full-time for your entire degree

          • Received degree within the last 18 months before applying for permanent residence

          • Lived in the community throughout your studies

        • This exemption does not apply to international graduates if their credential is from a program where studying English or French constituted more than half of the curriculum, distance learning accounted for the majority of the program, or they received a scholarship or fellowship requiring them to return to their home country to apply their knowledge.

  • Taking an approved language test

    • Approved English language test:​

    • Approved French language test:

      • TEF Canada​

      • TCF Canada

    • You must meet the minimum score in all 4 abilities

      • TEER 0 or 1: CLB 6​

      • TEER 2 or 3: CLB 5

      • TEER 4 or 5: CLB 4

  • Education Credential Assessment (ECA)

    • Obtain an ECA report from a designated organization or professional body to show equivalency of your foreign credential to a Canadian secondary school (high school) diploma or Canadian post-secondary certificate, diploma or degree​.

  • Proof of Funds

    • Prove that you have enough funds to support your & your family's transition into the community.​
