NB Strategic Initiative Stream
The Strategic Initiative Stream is a specialized immigration pathway designed exclusively for French-speaking foreign nationals. This program targets individuals who possess the necessary skills, education, and professional background to successfully integrate into New Brunswick’s economy. It is intended for those who are committed to permanently settling in the province.
Eligibility Requirements
To even be considered for this stream, you must meet the following core criteria at the time of registration, application, and nomination.

Age

You must be at least 19 years old.

Note: Your age is calculated based on the day you submit your complete application to the province, not the day you register your profile.

Official Language (French)
-
This is a Francophone-dedicated stream. You must prove your ability in French.

Minimum score of NCLC 5 in all four competencies (Reading, Writing, Listening, Speaking).

Accepted Tests: TEF Canada or TCF Canada. Test results must be less than two years old.

Education

You must hold, at minimum, a Canadian high school diploma (secondary education) or its foreign equivalent.

If your education is from outside Canada, you must provide an Educational Credential Assessment (ECA) report (e.g., from WES, ICAS, etc.) to prove its validity.

Intent to Reside: You must demonstrate a clear intention to live in New Brunswick. This is evaluated through a Settlement Plan you write, detailing your knowledge of the province, job search efforts, and community connections.

Must meet one of the three connections mentioned below:

In-Person Exploratory Visit

For Candidates Outside Canada: This option is for those who have visited New Brunswick for at least 5 full business days within the 12 months prior to submitting an Expression of Interest (EOI).

Purpose: The trip must be used to conduct extensive research on employment and living in the province (e.g., meeting employers, real estate agents, schools).

Restrictions: You are ineligible for this connection if you have lived in another Canadian province as a temporary resident in the last 5 years.

Genuine Job Offer
- You have a permanent, full-time job offer from a New Brunswick employer.
- Job Criteria:
- Must be non-seasonal.
- Must be in TEER Category 0, 1, 2, 3, 4, or 5.
- Wage must be competitive and comparable to local rates.
- GNB reserves the right to consider only certain types of jobs and occupations for nomination.

New Brunswick Priorities

You fall into one of the specific priority groups identified by the province:

Direct Invitation: You received a Letter of Interest directly from the New Brunswick Immigrattion Officer.

NB Graduates: You graduated from Université de Moncton or CCNB within the last 6 months.

Remote Workers: You have lived in New Brunswick for the last 12 months while working remotely for the same Canadian company located outside of Quebec.

Selection Factors: How you are scored
To receive a nomination, you are assessed on a point-based grid where you must score a minimum of 65 out of 100 points. These factors are designed to evaluate your ability to become economically established in New Brunswick. The scoring is broken down into five categories:

Age: You can earn up to 12 points, with the highest scores given to workers between 25 and 44 years old.

Language: As a Francophone stream, this is heavily weighted. You can earn up to 28 points for your French proficiency.

Education: Your academic history, can earn you up to 25 points.
-
Work Experience: You can receive up to 15 points based on the number of years you have worked in the last decade.

Adaptability: Finally, you can earn up to 20 points for connections that help you settle, such as having family in the province, a spouse with strong language skills, or previous time spent working or studying in New Brunswick.
Application Process:
Step1: Be "Permanent Residence (PR) Ready"
Ensure you have all essential documents on hand, including valid language test results, Educational Credential Assessments (ECA), and proof of work history. Being fully prepared from the start ensures your application is complete and helps avoid processing delays.
Step2: Submit your Expression of Interest (EOI)
Your next step is to create and submit an online Expression of Interest through the New Brunswick Provincial Nominee Program (NBPNP) portal. Provide accurate information about your work experience, education, language abilities, and employment details.
Step 3: Wait for an Invitation to Apply (ITA)
If your EOI aligns with provincial priorities, you may receive an Invitation to Apply. An ITA is not guaranteed, even if you meet all eligibility criteria.
Step 4: Submit your provincial application to GNB (if invited)
Upload all required documents (PDF format) to the INB portal and pay the processing fee.
Step 4: Application Review by Immigration New Brunswick
The provincial immigration office will review your application to verify your eligibility and supporting documents. They may request additional information or clarification if needed.
Step 5: Receive your Provincial Nomination (If nominated)
If your application is approved, New Brunswick will issue a Nomination Certificate through your INB portal account. This certificate is time-sensitive, and you must submit your permanent residence application to Immigration, Refugees and Citizenship Canada (IRCC) before the nomination expires.
Step 6: Apply for Federal Permanent Residence Application
Apply to Immigration, Refugees and Citizenship Canada (IRCC) for Permanent Residence. You must include your Nomination Certificate.
Step 7: Decision from IRCC
Once IRCC approves your application, you will be issued a Confirmation of Permanent Residence (COPR). This document allows you to finalize your landing and begin establishing yourself as a permanent resident in New Brunswick. Within 30 days of receiving the signed COPR, you must log in to your INB portal and complete the mandatory PR landing update.
