Ontario Immigrant Nominee Program (OINP) Regulation Update – October 2025

Ontario updates OINP regulations to allow returning applications before nomination, focusing on labour market priorities. Full fees refunded for returned applications.

The Ontario Immigrant Nominee Program (OINP) has announced new regulatory amendments that expand the list of factors which can be considered when deciding to return an application before a nomination is issued.


This update builds on the earlier changes made through the July 2, 2025, program update and gives the OINP greater flexibility to focus on applications that align with Ontario’s current labour market priorities.


Applicants and their authorized representatives will be notified directly if their application is returned. In such cases, the full application fee will be refunded.


These amendments are now in effect. The updated regulations are available on Ontario’s e-Laws website.
